PC randomly shutdown, now it is stuck in a reboot loop - 3 seconds on, 3 seconds off and repeat.

My PC randomly shutdown and now it is stuck in a boot loop.

It starts up for roughly 3 seconds, then shuts down again, it seems there is no chance for it to get to loading the screen in that time.

  ■ I have tried it with another PSU and same thing happens for same length of time.
  ■ I have removed all the connecting components e.g. sata cables, Graphics card, ram etc
  ■ I have only left the motherboard and heat sink power plugged in and it still gets stuck in the loop.

Has anyone got any more suggestions on what I can try ? otherwise would this sound like a motherboard issue ?

One thing to note is that I have had the pc for a fair while now (roughly 2 years), the only recent upgrades was an SSD upgrade about a month ago but the PC has run smoothly since then until now randomly shutting down.

Motherboard is a Gigabyte B85-HD3
Power supply is a corsair CX 650M

Any help for this is appreciated,

step 17 is the speaker connected to the motherboard? any beeps?

canned diagnostic speaker rant
The diagnostic speaker is the motherboards main diag feedback device.
the motherboard may be telling you where the problem is.
my speakers have this plug

I use lamp wire but any stranded wire will do. literally any stranded wires. strip one end like so

attach the stripped end into the speaker spring clips on the speaker.
the other end of the wire should be trimmed like so the semi strip

by doing a semi strip the wire case is now the socket.
plug one wire to the first pin, and the second onto the fourth pin.
power on the system and listen for beeps
end canned rant

listen for the diagnostic beeps. if nothing try forcing a beep by removing the RAM. the motherboard will beep the no RAM beep code. if you cannot force a beep code the motherboard is, in my experience, dead.
