Question PC randomly shuts off with 750W PSU, and doesn't power on with 1000W

Im asking this for a friend because we've hit multiple issues when trying to diagnose this issue and still haven't figured it out.

My friend has a water cooled 9900k, EVGA 2080 Ti, 2x16GB G.SKILL TridentZ RGB DDR4-3600, and a ASUS ROG Strix Z390-I gaming motherboard

Whenever playing games at random times his computer would shut down and then restart. I assumed it was thermals at first, but it didn't make sense to me since I used to have a thermal problem and my computer would just shut down and not restart. We decided to monitor thermals and power consumption since my other suspicion was that something was tripping the 750W PSUs safety and shutting it down. I went along with the thought that the 2080 Ti could be experiencing power spikes, tripping the power supply and forcing a restart, so we went along with the idea of replacing it with a Corsair HX1000. Apparently he installed it, launched GTA V and Star Citizen to see if it would replicate the issue, and experienced a blue screen crash, but sadly did not recall the error code. Now the computer wont even turn on, with the corsair PSU clicking, which tells me it's protecting itself. According to my friend, when he and others tried to drain the power from the system (as in the switch on the back of the PSU was off), the lights in the system kept flickering, and I'm not sure if that's just the PSU holding onto power or what. Alongside this, and I doubt it adds anything, he also stated that the logo on the 2080 Ti would flick to pink but then change to blue when it was restarting. Anyone got any ideas for what to do? I suggested testing the PSU in another system and testing it in his again but this time not plug in the GPU.
