Pc randomly shuts off

So I have browsed several places and tried many random solutions. My system is as follows.
3570k not over clocked at the moment
4x4 gigs ddr3 1600
2x 250gb Intel SSD in raid 0
Video cards ive tried EVGA 560, msi 670x2, and msi 980 and some old passive card, I think it's a 550 but not sure.
PSU I have tried 3...a gs850 supernova, a t2 850 supernova, and a thermaltake tough power grand 850.
The mobo is a z77 mpower
The CPU is water cooled with a nice 360 rad. This was my spare parts pc. It was tested and working just a few weeks ago. It runs Windows 7 sp1.

My issue is this. The pc randomly shuts off and restarts. It usually does this right after it starts up windows. The pc restarts and after selecting start normal it boots windows and runs. I can stress the pc with no temp issues. He monitor shows some strange readings but they are consistent across several power supplies. Everything reads in tolerance except +12v which reads a solid 6.77v....on 3 different power supplies, and from multiple outlets within my home on different circuits...it seems too consistent to be an actual reading. I have tried cleaning dust off the components. I have tried 4 video cards. I have run memtest multiple times..I have unplugged everything not essential to booting. This is driving me nuts. It can't be ram, power supply, or video cards. I have checked power settings in Windows and bios. I unplugged my d5 rpm signal to see if my board didn't like seeing rpms near 5k. I removed my sleeved cables and tried factory ones. Any ideas?
Edit:. Also once the system restarts onve it boots back in fine, and runs fine, but sometimes when I shut down it does not power down. It closes out windows and shuts off signal to monitor and HDD but it remains on with fans, power supply, motherboard, and water pump still operating.

ok so i think i may have found my answer. during inspection i noticed no flaws with the motherboard, however i appear to be a victim of card sag damage. what i mean is my 980 gtx must have put enough pressure on the pcie slot to damage the solder points in between the slot and the top of the motherboard. underneath all looks well. inside the slot the pins or contact points look fine. however i tried an old passive cooled card i had used long ago as a cheap way to test dedicated physx cards. it is small and light and requires no extra power. in short it puts minimum pressure on the slot. in the top slot the problem was much worse which does not make sense. my reasoning is the pressure actually helped make contact with the...
can you check one ram at the time to troubleshoot if is a ram issues ??

are you sure your watercooler is well installed with a good and enough thermal paste?

can you try with an other psu from a friends or..? i know you tried 3 others but are they good?

somethings is overclocked in the bios? any overclocking softwares installed?

everything is updated ? drivers / bios?

did you reseat the cpu and at the same time check for bent pins?

Ya my wc is way overkill actually. D5 pump, ex360 rad, raystorm pro block, good flow, cleaned thoroughly, and idling @28c with 53c under full load while stressing CPU. It's not even oc. Took it back out of case and cleaning to prep for bench again. Saw no leaks. May have some leaky caps. They look fine but on bottom of board area with caps above it seems slightly oily in appearance. Hard to tell the PCB is all black.

Bios a and b were both stable a month ago with no changes made recently. The main components of this pc were my daily driver for 4 years. I have been building PCs for like 20 years and this is maybe my 10th or so water cooled build. Just never run into an issue like this. I loved this board so much I did not want to scrap it or part it out. I hope it's not the board but that is what my tests are leading me towards.

Wondering if the adhesive on the mounting bracket for water block may have become slightly conductive over time. It wiped right off with a little alcohol on the cloth and seems to have still been gummy like it was when I installed it 4 years ago

Benched pc. Cleaned all surfaces with a small brush, air, and99% alcohol on any spots that looked like they might have dust or sediment stuck to them. Let it all dry and air dusted it again. On the bench it had trouble booting at first, them went into Windows, restarted once, and then ran fine. I ran Aida and heaven to stress it and temps were fine. Shutdown caused a reboot instead of a shutdown. Second shutdown worked as intended...this mobo is now cleaner than it was out of the box before I received it and none of the caps looked damaged in any way. The darkness on the underside of the board must be from the original soldering process. It looked oily not like electrolytics which look more like clay. Contemplating a fresh install to see if it's possible the install is corrupted. Found only one meaningful error in event viewer which only says system shutdown unexpectedly.

ok so i think i may have found my answer. during inspection i noticed no flaws with the motherboard, however i appear to be a victim of card sag damage. what i mean is my 980 gtx must have put enough pressure on the pcie slot to damage the solder points in between the slot and the top of the motherboard. underneath all looks well. inside the slot the pins or contact points look fine. however i tried an old passive cooled card i had used long ago as a cheap way to test dedicated physx cards. it is small and light and requires no extra power. in short it puts minimum pressure on the slot. in the top slot the problem was much worse which does not make sense. my reasoning is the pressure actually helped make contact with the heavier cards. so i tried the middle slot. problem resolved. i did use this board with sli for some time but have had the top slot populated by a heavy card for the board's entire operational life. my top slot is now bad. i have never attempted soldering on the level i would need to repair the damage to the slot so my solution is to move the card to the middle slot, and find a way to prevent sag in the future. there are cardkeepers and brackets available, and also simple solutions like shoe string or fishing line. l would like to thank everyone who made suggestions. add this to the list of things to check for which may cause random reboots.
