Question PC Randomly stutters

->PC Works fine for years
->Use DDU to clean uninstall GPU drivers in safe mode
-> Put new GPU in, install new drivers

Now about every hour or so my system drops to almost 0% CPU and GPU usage and I drop to 0 FPS (Not just in games, like windows drops to 0 FPS as well)

-> Using DDU to clean uninstall and put old gpu in with old drivers, still stutters.

Makes me think there was an issue with some driver conflict in windows or something, as it is not a GPU specific issue. However, I really doubt that considering I clean uninstalled drivers with DDU in safe mode.
Any ideas?

full system spec? include brand and model of the psu

CPU: R7zen 7 3700x @ 4.5Ghz
GPU: EVGA 3080TI FTW3
Ram: Corsair Vengeance DDR4 2666Mhz
PSU: Corsair RM750W

- I know the PSU is a little low spec for the build, but considering the stuttering even happened after reverting to the old GPU (gtx1080) I don't think it's a PSU issue
