PC randomly won't boot fully, randomly looses power to fans and display but not hdd

Hi, i've had a problem with my PC for quite some time now. I've replaced the gpu which solved the issue for a time until it came back, and i've also replaced the motherboard which solved the issue for a time before also coming back.

This is the problem. When i'm using my computer, the screen will randomly shut off, the power button on the moniter going from green to orange. All of the fans will stop running, except for the psu fan. I will be able to hear the HDD still spinning, but nothing else seems to be operational. The power button on my case stops working and won't turn off the computer, so i have to manually either pull the PSU power cable or flip the switch.
When i try to turn the machine back on, the majority of the time the psu fan will run really fast for a few seconds and then slow down like usual, the HDD will start spinning, and the case fans will either spin for a second or not at all, and then nothing else. The screen stays black and not turned on, the cpu and gpu fan doesn't spin, nothing.
Then i flip the PSU switch again to turn it off, as the case switch doesn't work when it only half-boots in that fashion, and try to boot it up again. After multiple tries usually i can eventually get it to boot normally. Sometimes it will run fine for days, but it always seems to eventually crash at some point like i explained above, and i have to repeat the process. Sometimes i can't get it to boot properly at all, and i have gone weeks without my computer being able to start properly.
At first i thought it was my mobo, i replaced it and things went well for a few weeks, and then the problem started reoccurring.

I then started to get artifacts all over my screen and the resolution was permanently messed up. So i just went out and purchased a new GPU which i just installed today. I tried to turn on my computer after installing it, and it wouldn't fully boot, only the PSU and HDD would turn on. After messing with the power connections and jiggling them and restarting the PSU switch a few times i got the PC to boot. I just finished reinstalling windows, and i'm looking at the desktop screen. I know it's a matter of time before it dies again, and i'm getting very frustrated. I've dealt with this problem for a very long time, since i first built this PC back in 2011. Since then, i've replaced the: Motherboard, PSU, GPU, and RAM.

Please help me with my problem and restore my sanity. I hope one of you can finally figure out this issue. I would be eternally grateful if you were able to do so.

Update: Since installing the new gpu and a new installation of windows 10, the OS will stay on for about 5 minutes until i get a bluescreen citing "memory management" as the issue. I've gotten this bluescreen many times in the past. The screen usually either completely goes black, or i get a memory management bluescreen.

Update 2: I reseated the RAM, and after that, windows ran a little bit longer, enough to update to about 79%. At that point, i got another bluescreen, this time with the message "IRQL_not_less_than_or_equal" or something like that. I've also encountered that blue screen message many many times.



System specs:
GPU: Nvidia GTX 770 MSI brand
Mobo: MSI 970A-G43 PLUS
RAM: Ripjaw 2g X 2 sticks (i forgot the pin specs but when i bought them i made sure they were right for the mobo. If really needed i can get the info)
CPU: AMD AM3 Deneb black edition 3.4ghz
PSU: Corsair GS 700W

Given your other issues when you replace the motherboard did you take a hard look at the CPU pins for any broken, cracked, or bent pins?

I can take another look, but as far as i know the pins on the cpu are just as good as when i bought them. However the CPU is one of the only things i havent replaced so it leads me to think it could be the problem, but knowing my luck with this problem my pc will run fine for a few days and then bam the problem will come right back.

The part that perplexes me the most is how much it comes and goes, and how it will work fine for a stint of time and go right back to not working properly. It seems every time i replace a part or change where something is seated, it will start running okay again only to have the same problems later down the road.

By the way i have a new bluescreen popping up after changing the PCIE port of my GPU. Now i'm getting a

"system service exception" after logging into windows. Instead of opening up my desktop, the screen stays black except for my mouse which can be moved around. Then after a few minutes the bluescreen error message pops up. This is also an error message i get a lot. They usally don't get all the way to 100%, this one is stuck at 64% for example.

It's the final common denominator and can cause a ton of weird issues if that is the case. You have a ton of errors that screamed PSU to me then mentioned a few others directed away from it. Not to mention I've had the same 2 windows errors you have after an unstable overclock of my CPU.

Why do you think i have the issue with the fans and the difficulty booting do you think the CPU could be the cause of that issue? Also another thing that i just noticed, sometimes the computer will boot and the moniter power button will turn green and everything, but before it gets to the bios splash screen it will freeze on the black screen.

The PSU power isn't run off of the motherboard and is instead controlled internally. Whatever is going on seems as it's affecting power regulation to the whole board. The only 2 components that can do that are the PSU and the CPU. First thing I'd try is a clean boot. Power down, switch off the PSU or unplug it from the wall. Hold the power button down for 5 to 10 secs to drain the capacitors and then clear your CMOS. Unplug everything minus GPU, CPU, CPU Fan and see if you can safely get into BIOS as a start.

Update:
My pc has been running steady for about an hour now, and i've been able to get windows almost fully updated.
I ran a program called: Hot CPU tester which i guess is a sort of stress test for the CPU and memory and so far i've had no issues or crashes while it's running. I don't think that discounts the cpu being the issue but i figured i'd update anyway if that info gives any help to my predicament.

No when i first built it it seemed pretty ok. Maybe a bluescreen here or there but after about 6 months to a year of having it i started getting plagued with the issue i described above, although it was sort of different than it is now. My pc would randomly freeze up in the middle of pretty much anything, and if there were sound playing, it would freeze on the note it was playing and made a horrifying beeping type sound out of the speakers.

Anyway, now i'm having a sort of new problem. It ran fine for about 36 hours. And then i woke up, and it was on a "windows failed to boot" screen, i tried startup repair but it said that startup repair failed. Now i can turn on my computer, and it will get past the bios screen, but when it gets to the windows 10 loading screen it bluescreens after about 5-10 seconds with a bluescreen error code. "Pc ran in a problem and needs to restart" etc, slightly different than a regular bluescreen.

The most it tells me is : 0xc000021a

I googled that code and i didn't really get any definitive answers.
