Build Advice PC reboots everytime it reaches the BIOS ?

When I press the power button the EZ debug LED goes from cpu to vga, it gets stuck on vga longer than normal. When it finally boots the farthest I can get is the bios, then the PC will shut off and start trying to boot again. It reboots over and over. The fans stay running but the PC will keep rebooting once you reach the bios. Someone please help I've already swapped the mobo, bought a different power supply, I've also tried booting with each individual ram stick, it does the same thing with two different gpus as well.

Specs: R5 3600x
2x8gb G.skill ripjaws 5 c16 3200mhz
Old mobo (computer won't even power on): Gigabyte b550 aorus pro ac
New mobo: msi b550 pro vdh wifi
PSU: RM 850 80+ gold
Old gpu: msi ventus oc 2060
New gpu: evga 3070 ftw3 ultra

check for cpu bend pin?
try updating the bios?

Already checked for bent pins, also updated the bios

are you using cable that wasn't came with the modular psu?

The problem persists with either gpu
