Question Pc restart before boot

My pc restart constantly before boot. Is it for the ram? Because, when i remove ram, pc won't automatically shut down but just making buzzer sound.

Ram 4 gb Kingston ddr 3 16 chip
Harddisk 500 gb
Motherboard Mercury
Intel dual core E7200
Thats all I know.

When ram plugged, pc restarts over & over but when ram unplugged, pc not restarts just buzzer make sound. Is the problem for the ram?
