Question pc restart on it own

but before that rgb lights keeps flickering on and off then it restart it struggle to start up too since the cpu fan is having trouble to rotate and then rgb lights keeps flickering on and off or sometimes the rgb lights flicker on and off then it restart but cpu fans and rgb light are okay but black screen only like it doesnt show the no signal is this a psu problem done reseating cables ram and so on but it still flicker it even flicker on and off while im typing this but after while it would restart

Ram:8gb
Kingmax m.2.2280 ssd sata 3 150
SDD : ramsta 250gb
Some of the stuff like psu i think was use only in ph but its inplay gp200L
