PC Restarting Constantly

Hey guy Hello
I have got a bug in my pc and it constantly restarts when it reaches the windows logo
|if kept in the bios it will stay there for a number of hours but the moment it goes further than that it fails every single time and it restarts
I thought it was a RAM issue may be i replaced that
upon still facing the same issue i replaced that with a new mobo and PSU and still cant get past the Booting Issue No Matter what i do it stays for hours in the bios and going to windows logo3 it instantly reboots
 
Solution
It's really long time, but I vaguely remember at some point I had to remove RAM sticks from a computer to install windows, then mobo/chipset drivers and then stick the RAM sticks back in. You can try it - remove all but one stick and try it. Do the same with all disks except installation one as well, just for case.

GhosT_Hv has a point here. You've changed some components and you can't really expect a proper boot. You will need to reinstall OS.
In case you have some data stored on the drive, you will need to either access the drive with some data recovery tool for DOS mode or attach it as a secondary drive to a working machine and get your data.

Sorry guys i didn't mention it
i have tried installing Windows but the moment windows logo is shown it restarts
but if you stay in bios it stays there for hours and hours but boot to windows installation it restarts
i tried with removing the Sata HDDS but it still gives the Same Problem
