Question PC Restarts and then boots up

Hello! I just built a PC and when i click on the start button, it restarts and then boots? Why is that?

Specs:
CPU: I7 9700K
Motherboard: ASUS Z390 TUF Gaming Plus
Ram: 16GB 3200 Mhz, i disabled X.M.P to see if that was the issue, turns out not.
SSD/HDD: 512GB M.2 SSD / 4TB HDD
GPU: 1660 TI
PSU: TX550M
Chassis: 1x Exhaust, 3x Intake even tho sidepanel is open while doing these tests
OS: Windows 10

You could try and see if the issue happens when you're breadboarded.
