PC restarts, CPU-GPU not overheating. HELP PLS!

Hi guys? I have a problem with my PC, it restarts without overheating the CPU and GPU.
I have 1 week old i7 4790k and 1 week old MoBo Gigabyte Z97m D3H.
I have 8 months old Zotac GTX 970 and 8 old months Corsair VS650.
And also an 8 years old hdd 500GB Seagate.
CPU-GPU not overheating. (basically temperatures of both when in IDLE mode and in GAME MODE ranges only between 40°C-50°C)
I already tried reformatting my Hard drive (twice) and reinstalling drivers (twice)
I updated my BIOS from F7 to F8 (based on the website of my MoBo)
I also updated my GPU driver.
This is the scenario..
Everytime I open a game (such as Assassins Creed Unity, Witcher 3), my PC restarts. Sometimes when I am only using google chrome it also restarts randomly.
Some said its because of my GPU, but its not overheating (same with my Processor) and I tried my GPU with my old PC and I managed to play AC unity there, but its laggy because my old Processor is low.
I also tried not to insert my GPU in my new MoBo and tried using the Built-in videorcard , and it works, I managed to play the AC unity there but its laggy. I used my PC (with i7 4790k/gigabyte z97m) without the GTX 970, and I used it for 1 day, I just used Google Chrome and it still restarts.
I am using my Pc for 3 days now without the GPU and so far I already encountered 4 restarts.
So what do you think guys was the problem?
I am very confused what was the problem here.
My friend said that it my be my PSU or Hard Drive.
But is there a possibility that my hard drive can cause my PC to restart everytime I open up a game?

Looks to me like your Voltages are out of allowed ranges

Looks to be a clear PSU issue if im not mistaken. You need a new PSU and you will be fine.

I know this is an old thread. But I couldn't resist.

I am experiencing this issue so I searched online and found this thread. My build is ancient but I never had the issue until recently.

While playing Civilization 6 my pc restarted. My first thought was gpu overheating. I installed some stuff from msi to monitor the gpu. Tried to play again, no problems. So I thought that that msi gaming app manages more efficiently the fans from the graphics card. A couple of days later the pc restarted. So I installed openhardwaremonitor and speccy. Interestingly enough my cpu idle temps were above 60 degrees Celsius. While playing cpu was over 70 and gpu even more.

I thought it was time to apply some new thermal paste on the cpu. And some cleaning at the same time. So I dismantled the old guy, cleaned fans, heatsink, cpu, everything actually, applied fresh paste. By the way one of the holes of the push pins is damaged from the previous owner and the heatsink stays in place with 3. Anyway, I put everything together again. Could not boot. It started booting, nothing on monitor. Drives spinning, fans spinning but after a few seconds restart. I have no speaker so I didn't know if there was a beep code. Dismantled again, back together, retried. Booted! Played the game, restart. Disaster. Bought a new cpu cooler. Cooler Master 212 turbo, something like that. I managed to fit the enormous cooler along with the quite sizeable gtx970 in my modest case.

Cpu temps were crazy, my idles were down to 35 Celsius. So I played again for a couple of hours maybe. I thought it would be a great idea to switch to windows while playing and check the temps! Everything was so low, i was overwhelmed with joy. And then alt tabbed to go back to the game and... restarted.
So new search online. "computer restarts while playing a game without overheating"
And here I am writing a novel. Interesting similarities with the original poster. Intel i7 (mine is older I think), same gpu, same psu.

And I realised that I need to introduce my psu to the recycling facility. I guess now I know why my USB ports can't power up a 2.5 inch 5400 rpm external drive. And why the pc restarts. And why it didn't boot. And I am afraid if the psu has irreversibly damaged other components.

Thanks for taking the time all these years back to post. All of you have halped me and possibly others to identify this issue!

Ah after 3 days of de and re constructing that old pc of mine, it felt really good to write about it hehe. Sorry for the novel of useless info, I kind of needed the therapy 😛
