Question PC restarts instead of shutting down

Hi!
I just got some new pc parts for my old pc, basically keeping only psu and hdd+ssd from my old one, and i had to reinstall windows.
The weird part is that whenever i try to shut it down, from windows it says that it's shutting down... but it isn't. It shuts down for a second and then automatically turn on again... never got this problem so i'm asking here since i really can't figure it out, and internet isn't helping me either..
I tried the following:
-reinstalling windows
-checking case cables to be correctly attached
-unchecking "turn on fast startup" from power options
-unchecking "Allow this device to wake the computer " from internet adapter
-disabling any option in bios related to "wake pc on keyboard/mouse"
-changing regedit setting "powerdownaftershutdown" to 1
-unchecked automatically restart on a system failure
-updating windows
-sfc /scannow
-troubleshooting it from windows
-updating bios

Pc is working well while browsing, gaming etc but it restarting instead of shutting down really annoys me, and i'm pretty sure turning off extension cord every time i want my pc to turn off isn't the best solution of pc parts.

New pc:

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:

^ we should be seeing two sets of specs, one for before the upgrade while the other is after upgrade.

Where did you source the installer for your OS?

How would you have gotten the install media from your SSD? It can only be sourced from Microsoft.

It's not likely the problem here, but that PSU is absolutely frightening. nJoy is notorious for fake 80 Plus badges on cheap junk it sells, generally in southeastern Europe. Since you paid good money on new parts, it would be smart here to not power it with literal garbage and fix a future problem before it starts.
