PC seems reluctant of booting up. But in the end, it boots.

Yesterday I got my new PC (built buy a selling company). The thing is, it doesn't predictably boot up. When I press the button, the front panel on the housing lights up. Stays that way for a few secs, than lights off. The lights on without me pressing. Repeats that a few times. Yesterday windows booted in the end, but it took quite some time. What could be the cause of such strange behavior?

P.S. the PC is under warranty, so I can't open it. So I wonder, if there are some knobs I can turn in bios or windows.

P.P.S. monitor is connected to a GPU. It has no signal while PC tries to boot.
