PC/Server to act as Domain Controller,DNS,DHCP and Plex Server

Hi,
I am having a bit of trouble selecting the right server setup for my house hold. Currently there is a server acting as a Domain Controller,DNS,DHCP and a Plex server, but is running on consumer grade hardware and is in desperate need of replacing. I would like a server that can complete the discussed tasks with ease (Plex has a maximum of 2 simultaneous users) and a server that has expandability and space to maybe add some more tasks in the future without too much trouble. I however would not like for the price too exceed $1500, if that is possible.

A Windows server for the task should require not that much juice, how many users and nodes are we talking about?

There will probably be around 6 users with 12 nodes connected to ad with a file redirection policy. And then there is also DHCP and DNS to take care of as well as the Plez server which will have a maximum of 2 simultaneous local streams.
