PC showing wrong RAM usage?

I just upgraded to windows 10 a while ago and immediately started having issues. Task manager shows that I'm using 96%(or more) of RAM right from startup and slowly goes up. I have 16gb of RAM so this shouldn't be a problem. This usually doesn't have any affect on performance but sometimes it gets so slow that I cant even move my courser. Could it be because of outdated drivers?

I had a similar issue to yours and turns out my PC was running on (Saving Mode) which resulted in high memory/CPU usage in windows 10:

1) Open the task manager and kill the process which is taking high memory usage.
2) Go to control panel and open the power options, make sure (High performance) mode is selected.

 
The best way is to find out what processes/threads and programs are consuming more and more memory. Try to uninstall and reinstall it. If it works, it saves a lot of time to reinstall the OS, drivers, and apps. It it doesn't work, try to reinstall OS and everything from scratch.
