Pc shut down extremly hard

Hello guys, about 1 month and half-2 months I had an electricity fail, my pc being shut down by that. I unplugged it then plugged it back in after the power came. Since then, it is shutting down extremely hard (takes 1-2-3 mins to shut down, freezes on restart screen if i restart it from the start button). Today(morning) everything worked the same since the power fail. But now(evening), i turned on my pc, entered my password, let him 5-10 sec to do his windows things, then moved the mouse to open something, seeing that was lagging extremely, after 5 sec or so of lags, the monitor entered in stand by, but my pc was working cause i could hear the coolers from cpu/gpu,power supply.

Is my HDD failing?

The hdd is pretty old (4-5 years) and was constantly used in gaming(playing, downloading, installing, uninstalling games).

I can tell you my rig or just the hdd if it helps you.
