PC Shuts down for 2-3 seconds on restart before bios boot.

So, I have a problem which i haven't noticed till now to be honest, once I restart my pc first it will shut down completely for 2-3 seconds and after that it will boot up, I have tried to check if my bios settings is the case by loading default one but nothing has changed.

I have Gigabyte XA990-UD3 revision 3.0
And PSU is CS750M

Is this motherboard problem? Common one or something what might result in hardware failure?

I might have a similar problem as you. In my case, the computer shut down and reboot infinitely. I found the issue was with the RAM. Possibly moisture or dust accumulated on the RAM fingers. To fix it it's pretty simple: unplug the RAMs and use an eraser to rub through the RAM fingers. Plug them back and enjoy.

I just read on another forum enabling turbo core and placing it at same multiplier as core fixes it. So far I didn't experience issue after doing this, will test further.
