PC shuts down on start up. CPU issue?

After replacing a motherboard, powersupply, and ram Ive gotten this same issue. I know for sure that the motherboard isnt being grounded. Im starting ti run out of ideas on what the problem could be.

The LEDs on my motherboard do turn on shortly. Ive reseated everything. Ive tried the PC with essential bardware only and gotten the one same issue.

Id also like to point out that I am testing the motherboard without a cpu cooler.

Im assuming that the problem is the CPU itself, I dont have any spare coolers lying around but Ill have to wait. What else could it be?

GPU: GTX 1070
Mobo: MSI B360 Gaming Plus
RAM: 8GB
CPU: I5-8400

Ive just purchased a test cooler, Im getting the same results. I feel like giving up.
 


It is indeed my first time building a pc (sort of) and I am wearing a static discharge bracelet.

But after further testing, Ive found out that my cpu_pwr is the problem. Tried unplugging it and the pc turned on, plugged it back in, and the same problem happens.

So that brings me back to the same question, could it be a dead CPU?
