Question PC shuts off then turns back on properly with no problems ?

In the video above it shows that upon turning on my pc, it shuts off then turns back on properly again with no problems..
what could be the problem on why it is shutting off instantly then turning back on even without pressing the power button?

Is test boot enabled in the bios... I don't remember the exact name of the task but it test all components upon boot then allows a full boot

sort of weird...is there a fast boot in the bios...if so, might enable that...if ur computer is working okay, i would not worry about it.....i sometimes think it might be the post that is doing it.....power on self test....
