PC Slow, Got a reasonable build yet PC is performing under par

Though its an Old computer but I've got a decent build. The PC isn't able to run normal game like League Of Legends (Get only 1-5 FPS) Can't even run HD movies 1080p and generally tends to run slow. Here's what I've got....

AMD Phenom II X6 1100T
MSI 970A-G43 Motherboard
16 GB DDR RAM NVIDIA
Geforce GTX 550 Ti
Win 10 x64Bit

Please help as to why this problem is happening.

Is there anything in the task manager running thats eating up alot of resources?

Nopes there's nothing in the task manager which is eating up resources..... does it happen due to motherboard? because i changed this motherboard recently and bought a cheaper one...back then the pc used to run fine when i had a costlier board

Could be some driver conflict issues. Honestly if you swapped the board you may want to consider a OS reinstall with clean drivers.

I made a clean fresh installation of windows10 after board change...do you recommend I change the board again and purchase more advanced motherboard...
