[SOLVED] PC Sometimes posts/Boot loop/Freezes if boot occurs

I've had a i5 7600k Cpu for about two years now. After replacing my motherboard, ram, and PSU about 3 months ago, my pc started freezing and delaying turning on. It would often boot loop and act as if it did not have enough power. I replaced the power supply and the problem persisted. I tested the ram with no flaws. I watched the CPU Temps when in game and they didn't get above 62 Celsius. I contacted Intel support for a warranty and sent them pictures of my Cpu. They said my cpu shows signs of physical damage and it was not covered. I wanted to post the pictures here to see if anyone could explain to me what the damage is and if there is a way to fix it.

looks no sign of physic damage to me, clean the cpu carefully and check the cpu socket, make sure the socket is in good shape.
