PC starts then turns off

When I tried turning on my PC, it started up and was up for 20 seconds before turning off. When I tried turning it back on I was shown with a a blue screen (like this http://prntscr.com/6ey8km) saying bad system config info. Once it got up to 100% the PC turned off and I turned it back on this time with a screen saying Preparing Automatic Repair and then Diagnosing Your PC then my PC turns off. This loop keeps happening and I'm not sure what to do.

I am unable to do this because my pc shuts down before I can do that.

Do you have a windows 8 bootable image....either on disk or pendrive? If so boot using that then you'll get recovery options. Try refresh option or just reset if you do not want to lose any software previously installed.

Or you could ask if any of your friends have a windows 8 disk.

My pc is no longer turning off randomly but when I try to resetting it says that it can't reset.
