Question PC Strangely Won't Boot Into BIOS

My PC can boot into Windows OS just fine.

I was able to boot into Bios before I installed GTX 1080 GPU and turned on TPM 2.0. After that, I wasn't able to boot into BIOS even though it have like 4 seconds delay. I was spamming DEL/F2 but my monitor is not showing any signal during booting, it skipped straight to OS for some reason.

I wonder if fast boot has been enabled. That can skip over the process of getting into BIOS. Via Windows you can have the computer boot to BIOS. This article shows how to do it.
