Question PC stuck at post code 36

After force shutdown PC no longer turns on.
First it's stuck at 15 (which appears to be memory training and is normal), then it goes over a lot of others and gets stuck at 36 (sometimes alternating with 37 both of which aren't).

I've tried resitting the CPU (twice), resitting the RAM (many times with different combinations of slots and sticks, sometimes it was stuck C5 code i.e. with sticks in A1 and B2 slots or even randomly at 00 after the usual 15, <many fastly changing different codes> sequence without any hardware changes and it was 36 next reboot), clearing CMOS (using the built-in button) and nothing helped.

Hardware:
Motherboard: MSI X670E Carbon Wi-Fi
CPU: 7950X
RAM: 64GB DDR5 (Kingston Fury KF560C36BBEK2-64)
SSD: Samsung 990 Pro 2TB, 970 Evo Plus 1TB
PSU: DeepCool PX1000G

What else should I try to make it boot?

I don't have a way to check it right now since it doesn't post. But it probably was quite old, last version I have on the thumb drive (which came with the motherboard) is 70D70v1E5 which is most likely what is installed.

That's a Beta BIOS and there have been more since then, I'd reflash the BIOS with the 7D70v1Lm clear the CMOS and then see if that helps.

How are you cooling the processor? I would start inspecting the CPU's socket for any bent or broken pins. If you don't see anything, have the cooler merely rest on the IHS and see if you can get the system to POST.
