Question Pc stuck in 800x600

I posted this in the GPU forum because I think I have narrowed it down to a GPU problem. I rebuilt my pc with some new parts (most notably a new RTX 3060) yesterday, and last night it worked perfectly fine, everything as expected. I went through the process of updating windows and my NVIDIA graphics drivers as I had not used the pc in a few weeks. This morning, when I turned it on, it was and still is stuck in 800 x 600 res. I have uninstalled and reinstalled the drivers both on a normal boot and in safe mode, and have tried different display cables. If I try to update the graphics driver in NVIDIA experience, it runs the install as if everything is working but when it is finished the driver is still listed as uninstalled. The resolution only reverts back to normal (1960x1080) when I remove the graphics card.
Specs(mashup of old and new parts, but it worked fine at first):
CPU: Intel i7-2600k
GPU: Asus RTX 3060
RAM; 4 sticks of 4 gb DDR3
PSU: ThermalTake 500 W Smart 80+
Mobo: Intel DQ77mk

Also, when I start the pc, green dots appear at the top of my monitor while in the Intel booting screen. I don't think the GPU is dying as it seemed perfectly fine last night, could it change this abruptly?

ThermalTake 500 W Smart 80+

☝️ Number 1 culprit at this point. Hopefully the graphics card hasn't suffered too much by the PSU's very poor quality design. Get a Corsair Rm650x. Higher capacity ie 850w if you see yourself upgrading motherboard/cpu and potentially graphics card in future.

If the psu is bad, why would it have worked fine initially?

Also, my budget is really tight and this was the only PSU that was within my budget

Putting crappy fuel in a new car will work fine but not for long. If you want second opinions about that psu just search about it.
alright, I'll get the psu you recommended, I've only had my pc running in total about six hours, do you think that is enough to ruin the GPU?

other thing to try is download ddu display drive uninstaller

this helps remove nvidia or amd drivers depending on the last card you used before upgrading to 3060

best to uninstall all previous display drivers it will remove them even stuck display drivers do it in safe mode

but i strongly suggest upgrading the psu

with either corsair /seasonic/thermaltake toughpower gf3

Yeah I went through the whole ddu process and it didn't work, I bought the corsair psu recommended to me by boju. It comes tomorrow, I'll update when I have installed and tested it. Thanks for the help everybody who responded! The PSU I originally bought seems like a trap for people like me who don't know better and are attracted to the low price, how could it be worthwhile for a company to sell something that bad otherwise?

Yup, the Smarts are relabeled garbage Sirfas from 10 years ago, designed to run the PCs of 20 years ago. If there's a capacitor in there that you can even identify from a company that exists, it's only because they used up their even worse capacitors in the somehow-even-worse Litepowers.

Generally speaking, because everyone that cares about the PSU wouldn't buy that PSU and the people that don't would just assume the GPU died.

Yeah, it totally sucks, too, and I wish it were not the case, so that we didn't need things like tier lists.

Among the large brands, Thermaltake and Cooler Master tend to be the worst. Every brand has a few stinkers at the low end, but those two companies sell a lot of really cheap junk.

I installed the new corsair 750w power supply and the green dots disappeared, but the monitor was still in 800x600. I tried to enter safe mode to uninstall the gpu driver, but when I hit the "restart options" button, the screen went black for and eventually the pc shut down. Upon turning it back on, it now works fine and is in the correct resolution. I'm glad it works now and I appear to have dodged a bullet with my graphics card, but how did my computer crashing in the process of entering safe mode fix it? I must be missing something. Thanks for all the help!

Just an fyi since you have a modular PSU now never to mix cables from off the shelf cables or from other power supplies unless it is determined compatible. Not that you will but it's something not many novices are aware of. Industry don't follow pinout standards and the original cables reroute power appropriately so don't throw any of them out like some accidentally do.
