F8 won't get you to boot from the USB disk, there should be an option to select the boot order in the BIOS screen when your computer turns on, or look for the key option for that on your motherboard support site. You can also manually set the boot order to USB first in the BIOS.
The other thing that is probably wrong is that you said "the usb has a win10.iso file on it", you can't just copy that file to the disk, you actually have to create a bootable drive using a utility. That ISO file is an image of a disk, you need to expand that image onto a drive for it to work. Basically you are taking a brownie mix box and trying to eat it without cooking the thing first, burning the ISO onto a drive would "cook" the disk so it works.
