Question Pc stuck in boot loop after upgrading motherboard and cpu

Hey, I recently upgraded my motherboard and cpu and when I turn it on it gets stuck in a boot loop where it turns on for 20-25 seconds and turns off and it repeats that, I tried switching the ram, power supply, gpu and I also tried to use it without a gpu and ram. It won’t post at all.

It is usually recommended to clean instal the OS especially with different hardware and to ensure appropriated drivers and chipset are installed.

Well I just realized I forgot to plug in the cpu power, but thanks anyways.
