Question Pc Stuttering every few seconds for about 1 second.

Hello, I have recently ran into a problem on my PC where it keeps stuttering every few seconds. It is a fairly new pc that i built about a year ago and have had no problems with until now. To start with troubleshooting I have fully factory reset the pc, I then installed all newest drivers for gpu and cpu that i could find. I have tried overclocking and underclocking my gpu with no luck on fixing the problem. I have tried overclocking my cpu but also no luck. I have enabled XMP and still no luck. I have used memtest86 and run through the full test on each stick of ram and no errors showed up. I have verified that all storage drives are of good health. While gaming my cpu reaches a max temp of 62C and gpu reaches max of 71C. I have also messed with resolutions on my monitors and there refresh rates but no luck and lastly I have verified several times that it is not a virus or any other sort of malware. Oddly enough while watching both task manager and CPUID there is no spikes or drops in any of the PC'S components while these studders occur and no fps drops. I have also tried a few small things other people have said worked for them such as swapping hdmi cables and using DDU installer to get a fresh driver install with no luck as well.

I have no other ideas that I can think of to try and fix the problem so im really hoping someone here has some more insight to the problem than I do.

CPU- Ryzen 5 7600X (Drivers up to date, max temps reach 62C)
GPU- AMD Radeon RX 6800XT (Drivers up to date, max temps reach 71C)
RAM- T-Force 5600 32Gb (verified no problems with ram and tried enabling XMP)
OS- Windows 11 (Up to date)
1200W power supply
 
Make and model PSU?

Disk drive(s): make, model, capacity, how full?

Also use Resource Monitor to observe system performance. Use both tools but only one tool at a time. Watch for what changes when the stutters occur.

Other places to look are Reliability History/Monitor and Event Viewer. Either one or both tools may be capturing some error code, warning, or even and informational entry just before or at the time of the stutters.

Check Task Manager > Startup for any unknown or unexpected processes being launched at boot up. And also check Task Scheduler for anything being triggered thereafter that could be causing the stutters.
 
Sorry to waste your time however i think i have somehow fixed the issue, i reseated my gpu and did a bios reinstall and it seems to have fixed it. however if the problem starts again the psu is a Corsair 1200E
Both storage devices are Samsung 990 evo 2tb, 1 is completely empty and the other is 30 percent used.

Due to the current fix I am unable to use resource monitor, reliability history/monitor or event viewer at the time but will look into if problem occurs again.

I also disabled all unnecessary start up tasks.
