PC stuttering in games

I have been having issues with performance in games. Outside of games my computer runs fine. Whenever i play i get good frame rate but it micro stutters whenever I do anything or anything is happening. My drivers are up to date, I've reinstalled and installed my drivers, turn vsync on and off, set windows to high performance, I've reinstalled windows, taken out a stick of ram that i thought was faulty. And i'm running out of ideas, so any help would be appreciated.

intel i5 7600k 3.80ghz
8gb ram
250 gig Samsung m.2 ssd
1tb segate barracuda

Have you tried reducing the game video quality inside the game ?

Are all your drivers up to date ?
Is it all your games ?
Any parts overheating ?
