Question PC stuttering when opening a game ?

I recently installed a new processor and GPU and now am experiencing stuttering when I have a YouTube video on one monitor and a game on the other. I've noticed this stuttering once or twice when having multiple applications open and a YouTube video. This was not a problem with my old GPU and processor so I'm wondering why it is now ?

Specs:
GPU: gtx 2060 super
CPU: ryzen 7 5700g
Motherboard: B450 gaming plus max
Ram: Corsair -16gig( I can figure out full specs)

What I've tried:
1: reinstalled windows
2: updated to different bios versions
3: clean installed chipset and GPU drivers
4: looking to see if CPU gets hot(stays at 45-55 idle and never above 70 in gaming)
5: secure boot
6: made sure power settings on windows was on "ultimate performance"
7: looked for tasks that were taking a lot of cpu or gpu power

There may be more stuff that I've tried but I have been working in this for hours.

I did clear the cmos, the PSU is Thermaltake Toughpower GX2 80+ Gold 600W.
I have two ssds one with the OS and 2 Hdds
