Question PC stutters doing simple tasks ?

I'll get straight into the point.

PC Lags and stutters doing anything simple like hovering over files, typing, moving tabs, watching a video

I noticed in Task manager that Desktop Window Manager (dwm.exe) and Client Server Runtime Process (csrss.exe) were using 50%/100% of my GPU by just doing simple things

I'm not sure if it's a windows update or a driver issue. I uninstalled the last windows and my gpu driver using DDU then installed the latest one but that did nothing.

I suspected it might me a crypto miner and ran full scan of Kaspersky and it detected nothing

MPB B550 Gaming Plus,​

RX 580,​

Ryzen 5 5600,​

16GB 3200Mhz,​

Crucial P3 NVMe 500GB,​

1TB HDD​

Where did you source the installer for the OS? Abnormal resource usage when idling usually would indicate that the OS is corrupt.

The model is Seasonic S12III
I got a fresh installer of windows 11 from microsoft's website
