PC Takes Abnormally Long To Restart

Restarting the PC Takes like 45 Seconds even though booting up takes like 5 seconds and shutting it down takes no time at all

As far as I can tell, the PC Doesn't even shut down properly when I restart, It stays on, all the fans spin and everything, I have Windows 8.1 On An SSD BTW

From my experience... it's usually because of a bad, corrupted or outdated driver. You'll have to figure out if you any of your drivers are bad or not shutting down properly... However, I can offer you a quick fix.

Check out a program called Ultimate Windows Tweaker... then under System Performance you can adjust sliders that controls Windows Shutdown Wait Timers...

I have one OS on my PC
CPU: i5 4690k(Stock)
GPU: G1 GTX 970(Stock)
RAM: 2x4GB G Skill Ripjaws X @ 1866MHz
CASE: Define R5
PSU: EVGA 750B2
MB: ASUS Z97-A
CPU Cooler: NH D15
SSD: Crucial MX100 256GB(SSD Is here)
HDD: WD BLACK 1TB

How do I tell if my PC Has one OS or not?
I only installed Windows Once When I first built it
 


How do I tell which Driver is causing it?
How do I even Uninstall A Driver

 


The quickest and easiest way is to go to Device Manager and seeing if you have any yellow icons. The next way is to just use logic. What drivers have you installed? Webcam? Headset? Printer? Mouse/Keyboard? and checking to see if any of those are causing problems. Is there any hardware that seems slow or unresponsive? Anything program that takes extra long to close?
 
I GOT IT!
It's my USB WiFi Dongle, When I unplug that, it restarts in a few seconds flat, the only issue is that I need the dongle to use the Internet
I get No Yellow icons in Task Manager

I'm switching to Ethernet Soon so It's not a big deal but still
