Generally, you would get a motherboard that has a built in switch. Wiring one up is as simple as getting a momentary switch and hooking it up to the power switch pins.

I took the front I/O out of an old chassis that has the reset, power, hdd and power leds and just plug that in when I want to jump start a board more than a time or two.

They aren't really all that popular anymore, best places to search for one is on Aliexpress. Only brand available in the US still making them seems to be Primochill and they are quite expensive.
