PC That Can Run DX12 titles at HIGH presets maintaining 60FPS UNDER 800$ With OS (Preferably W10)

I want to play Destiny 2 on PC, and yes it has been leaked and confirmed (Source Here -> LINK) Anyways, assuming that it will be running on Vulcan / DX12 I would like a PC capable of running a said modestly optimized PC game on DX12/Vulcan with at least a 60 FPS minimum, ONLY because I do play on PS4 and the 30 Frames really bugs me and here are my current specifications (I already own an AMAZING monitor) AMD - FX 4300 3.84 GHz, 8 GB GDDR3 (Unknown memory clock), GT 730 2GB, Terrible Mainboard, and horrid stock cooler.

No but the 480 excels in DX12 , 1070 is a better performing card.

What is your amazing monitor? The resolution of that monitor will determine a great deal on how much GPU horsepower you need.
