PC turning on and off in every 3 sec.

I recently shifted to my new home and I think there is a voltage fluctuation because my PC won't turn on.but I'm not sure. It worked fine in my previous home.can you please tell me the problem and solution for it.
I have
Gtx 970
16 ddr3 ram @1866 MHz
i5 processor
750w PSU.
Please help me out.

Check your PSU with the paperclip trick to see if the PSU will stay on for more than 3 seconds. If the PSU seems to be working then reseat all connections in the computer like the RAM, GPU, power connections, ect you shouldn't need to reseat the cpu so leave it alone for now, but check to make sure the cpu cooling fan is plugged in fully.
 
Get yourself a little outlet tester ($5 from walmart, harbor freight, etc) and test your outlet to see if it has a proper ground.

"750w" PSU means nothing. It could mean that you have a Tier 1 top notch PSU that CAN output 750w; or it could mean you have a cheap square like box that has the numbers 750 printed on the sticker, but in reality it can only sustain half that load and when it dies it will fry your GTX 970 and maybe more.
We need to know what the actual make and model number to tell you if your PSU is the problem.

If outlet is grounded, and you have a good quality PSU then your next course of action is to get a UPS which will stabilize the voltage and keep it from powering off.
 
PC turns on when graphic card is not plugged in which of course need stable electricity supply with high voltage.
Bulbs are also not stable that's why I thought it's a low voltage problem.
