Question PC turns off shortly after being turned on, and it freezes on boot ?

I'm new here and new to posting on forums like this in general. At first my pc was bluescreening randomly with no indication of why. Now when I turn it on and try to do something random, it will just go black and shortly after try to restart. Now the reason I say "try to" is because even back when it was bluescreening, most of the time if the pc was off and trying to boot up, it will freeze on the boot screen with the rotating loading circle, restart and do it again until recovery mode.

A lot of the time I cant even get it started up in general and use a usb to format the drive and reinstall windows. MOST of the time the installation will work, the pc will be booted then i start trying to install drivers and what not and the bsod/black screen happens and it crashes. Now I know its not from the drivers i attempt to install because its crashed before i even get to download them. Originally all bios settings were default and just now have i tried increasing the rams speed and voltage. I custom built this pc back in 2020 and the original specs were:

CPU: ryzen 5 5600
Mobo: asus rog strix b550-F gaming wifi
RAM: 2x8 Hyperx Gskill 3600mhz
GPU: asus rog strix radeon rx 5500 xt
SSD: samsung 970 pro evo (I believe)
PSU: asus rog strix 550 watt gold

I have tried a different gpu, different ram, different psu, new samsung ssd and just earlier today I tried a ryzen 5 5600x, and right now the only thing different from my list is i have a msi b550 tomahawk max wifi. I talked to some guys who work at geeksquad in bestbuy (i know i know) and when they saw the instant freeze on boot they were sure it was either the mobo or cpu but now it doesnt seem that way. I can try putting the new cpu in the new mobo but I havent because i was planning on returning one for financial reasons. Might try it tomorrow.

Does ANYONE have a clue what might be the issue here. Also if anyone has tips or wants to let me know if I did a big no no on a forum page please let me know.

What was the make and model of your replacement PSU and if it was used, how old was the unit?

CPU: ryzen 5 5600
How are you cooling that processor?
Sorry I didn't realize anyone replied even after checking multiple times. it was the cheapest one i could get from bestbuy at the time so it wasnt great but i figured it would at least work right after installing it.

The cpu cooling i always used was the one that came with it but anytime i could get the pc on to check, cpu temps on it were never high. I could also see the temp from the bios and its always at 40 C but im not sure how hot an uncooled cpu could even get in bios lol. And when the issues first started they werent as frequent but when I checked temps while on games it would be around 70 C.
 
I'm going to say failing power supply. I'd get it tested before it takes other parts to the grave with it.
Do you know of any chains or stores in general that may be found all around that can test the psu? I also saw something online about using a paper clip on the 16th and 17th pin of the 24 pin cable and seeing if the fans turn. Would that really tell me much because obviously the psu is giving power but something else might be wrong with it.

The paperclip test will basically only tell you if the PSU will power its own internal fan, and that is all. It's not really a test other than to let you know that the PSU is not DoA.
