Question PC turns on but won't boot

My PC turns on, have energy on it, power led and HD is on, fans are on BUT doesn't load anything, just a black screen. Monitor without signal. And sometimes the PC goes into a BSOD and then restarts, does one single short beep indicating it's all OK and doesn't boot again, just a black screen with power on. But when I unplug the power cord and plug it in again, the system starts normally.

Important thing to say is that my CPU has already 12 years old on gaming use.

I don't know for sure what is causing this problem. I just want to know what is exactly causing this problem to act on the solution for it.

Have you made any hardware/software changes recently?
It could be a windows issue, try running it in safe mode.

No, I didn't.
My Windows and computer didn't even start when it happens. Just power is on.
