Pc Turns on for 3-4 seconds, then turns off, several times, pls HELP !

Well, to make it easyer, RAM, MOBO, HDD, Graphic Card are woriking 100% good, my PSU is not a doubt to, he is working with the paperclip test, and i use it on a different PC to, so, i hade one Phenom x4 9650 that made the same problems, like my stock CPU that i buyed 2 hour's ago..
I just want to ask u ( Ppl that may know about Hardware more then me) is this a CPU related problem, or in other words, a cpu failure ? When the CPU just dont want to boot up, in other words, press turn on buttom, CPU fan and GPU fan go high speed for 3-4 seconds, shut down, and all over again, and again, and again, thank u !!
 
Ok first things first, USE PROPER GRAMMAR! Ok, anyways, the same thing happened to my old PC a few weeks ago, which had an AMD Phenom x4 9850, which is almost the same as your 9650. I got the processor replaced, and it worked again. I'm certain your processor is the problem, get it replaced and your computer will work again. If you can, get an Intel processor, yes they are more expensive, but they are better quality and you can avoid issues like this.
 
I know my grammar is bad >.< and sorry for that, it's kinda anoyin' to have bad luck 2 times in a row, in a short period of time, i have a Intel Quad Core processor, but mine Mobo is dead i think, because when i turn on the Computer, no singnals, nothing, not a single beep, so i think the Mobo is dead. 1 Blue Screen of that, my PSU was death, replaced it, still not working...
 


If you've done all that and it's still not working, it could be a huge number of problems. Your best chance is to take it into a shop so they can have it tested, when mine broke like that and I tried to search the internet for help everyone said it was a different thing. Just look for a shop in your area and let them test it.

 
The other way is to buy a cheap new replacement MB. Test your system .. send the board back for refund .... or keep it if problem solved..

Most PC shops round where I live have cretins behind the counters that I wouldnt trust anywhere near my PC...
 
I will try some test with other CPU's, then i will try with a AM2 socket MOBO, fact is, i had like 6-7 times in 4 years with AMD processors, the 1st problem with the Intel was like 1 week ago, in like 10 years >.<
