PC Turns on without 8 pin Cpu connector plugged in?

My friend is building his first PC but he lives over seas, so me and a couple of people have been helping him diagnos, we've gone through 2 different PSUs and that wasn't the issue.

His computer does power on when the CPU 8-pin is not connected, of course it does not boot, but the fans, hdd and what not start working.

Would like some help on what exactly this problem could be.

Plug in the 8-pin connector and it will boot.. Your CPU is not getting any power and you need it to get display.

Bizarre post! It is like saying I did not connect any spark plug wires in my car, so the engine turns over, but will not start.
