My PC is underperforming according to userbenchmarks.

https://www.userbenchmark.com/UserRun/24192813

UserBenchmarks: Game 79%, Desk 66%, Work 50%

CPU: Intel Core i7-4790K - 71.1%

GPU: Nvidia RTX 2060S (Super) - 89.1%

SSD: Micron C400 RealSSD 128GB - 58.8%

HDD: WD Green 2TB (2012) - 47.2%

RAM: Kingston 99U5474-028.A00LF 99U5474-028.A00LF Micron 18KSF51272AZ-1G4M1 Samsung M378B5273DH0-CH9 16GB - 40.6%

MBD: Gigabyte GA-Z97P-D3

It's a little sad considering I just upgraded to a RTX 2060S. I'm probably going to do a full system reset soon and reinstall everything to remove clutter and see if that somehow helps. Temperatures are pretty normal, my CPU used to get pretty hot but after adding an additional fan it runs at lower temperatures. I'm thinking it might be my SSD that's bottlenecking everything else since that's the only part that seems to be performing well. Crystaldiskinfo said 66% health though. Could it be the ram? Power supply? Any help would be appreciated.

Did you see where it says " High background CPU (21%). High background CPU reduces benchmark accuracy." I'd look into this first and once fixed then rerun the benchmark.
According to task manager it should be around 10% whenever I run the test, yet userbenchmark always says around 20% for some reason. Guess I could get it even lower though.
