PC underperforming help

Hello, I bought a new PC few months ago and since I bought it I feel like it is kind of underperforming. It is not too bad, but I feel like it should do a lot better. For example currently I am playing borderlands pre sequel on all settings set to high/ultra besides PhysX which are set to low. Problem is FPS often drops to about 30-40 when some I'm in an open space or when there is a bit more particles on the screen.
I just wanted to note that I wasn't sure in which category should I put this post so I am going with my best guess. also I read all the posts that came up when I tried to post so I couldn't really find an answer on a different post.
Here is my spec:
Processor: Intel Core i7-6700 Skylake CPU, 4 Cores, 3.4 - 4.0GHz
Case: Corsair Carbide SPEC-01 Case - Black
Graphics Card: NVIDIA GeForce GTX 1060 6GB Graphics Card
CPU Cooler: Chillblast Centurion Direct Contact CPU Cooler
Thermal Paste: Prolimatech PK-3 Nano Particle Thermal Paste
Motherboard: Gigabyte GA-Z170-Gaming K3-EU Motherboard
Memory: 16GB DDR4 2133MHz Memory (2 x 8GB Sticks)
OS Drive: 250GB Samsung 850 EVO Solid State Drive
Secondary Hard Drive: Seagate 1TB 7200RPM Hard Disk
Power Supply: Aerocool 80 PLUS 600W PSU

Monitor: 24" AOC G2460PF TN 144Hz FreeSync 1ms Monitor

I just wanted to know if there are any actions that I could take to make my PC perform better then it does now?
 
Solution
Have you tried setting your power plan to high performance? That will cause the CPU to always run at its rated frequency, but it should provide improved gaming experience.

Yep, that was to do with the power plan, the company at which I bought the PC made their own one which was set to like 50% CPU or something I changed it and it all goes really well now, thanks.
