Question PC underperforming

Hello,
I dont even know where to start.

This PC always underperformed a bit for no good reason.
Since some weeks that underperforming increased quite a lot.
I am now getting around 170 fps in Games like League of Legends or Destiny 2 even less.
I cant get any further with my knowledge so I am asking where to start....

Btw the Installation of Win11 is quite fresh and I already did a DDU and so on

I really hope someone is able to help find a solution.

Mobo: Z370 AORUS Ultra Gaming
Cpu: I9-9900k
Graphics Card: Rtx 3080 MSI Gaming X Trio
Ram; 3600 Mhz 2x8 gb

What BIOS version are you currently on for your motherboard? Where did you source the installer for your OS? Include the age of the PSU apart from it's make and model. Lastly, how are you cooling that processor?

Motherboard: Z370 AORUS Ultra Gaming (Rev.1) (Bios Ver: F16b (newest))
Ram: DDR4 Viper Patriot 2x8 3600 Mhz Modules (I think CL17)
SSD/HDD: (OS Drive 1Tb Samsung 860 Evo V-Nand SSD) /// 850 EVO 250 Gbs /// and a 2 HDDs with 1Tb each (dont know which rpm) but they are not in use 100 percent no data on it
GPU: Nvidia Rtx 3080 MSI Gaming x Trio
PSU: I really arent quite sure because its a long time ago that I bought it but I think 700 Watts Be Quiet Pure Power 10
Chassis: NZXT h510 elite with front open for better cooling
OS: Win11
Monitor: ASUS ROG PG248Q OCd to 180hz Gsync enabled in Full Screen and windowed

Got the Installer from the Microsoft Website trough the MCT for Win 11.
Really dont know the age of my PSU but min 3 Years
I am cooling my processor with a pure rock from be quiet with the fan that comes with it at maximum rpm
