My PC is obviously underperforming. My specs are below. Recent drivers, Windows 11 updates, AMD card optimization, BIOS updated and optimized, XMP enabled, energy mode on PSU switched off, etc.

Running a Spectre 165 HZ 1920x1080 gaming monitor with AMD Freesync enabled on monitor and through AMD Adrenaline.
In GTA Online, at some points, I'm getting only 110 fps when my settings are high, not seeming to change when decreasing graphic loads or using FSR to upscale lower resolutions when set. In Fallout 76, I'm getting 80-110 fps in small towns, when I should be getting 200 fps minimum according to different sites. I've set certain parameters as have been described to fix FPS issues with the game engine.
When gaming, my CPU utilization is usually near 20% and GPU near 55%, on max settings.
I'm just looking for a way to get my PC to perform as well as it should. It's bugging the hell out of me. Looking to get 165 HZ, stable, across all games.
