Question PC Underperforming

Hello,

My PC is obviously underperforming. My specs are below. Recent drivers, Windows 11 updates, AMD card optimization, BIOS updated and optimized, XMP enabled, energy mode on PSU switched off, etc.

i7 13700k
Asus Strix B760-I Gaming Wi-Fi
32gb Corsair Vengeance DDR5 (2x16) 6000 MHz
Sapphire Pulse 7900 XTX
XPG SX8200 Pro 2TB NVMe M.2 SSD
EVGA Supernova 850 PS

Running a Spectre 165 HZ 1920x1080 gaming monitor with AMD Freesync enabled on monitor and through AMD Adrenaline.

In GTA Online, at some points, I'm getting only 110 fps when my settings are high, not seeming to change when decreasing graphic loads or using FSR to upscale lower resolutions when set. In Fallout 76, I'm getting 80-110 fps in small towns, when I should be getting 200 fps minimum according to different sites. I've set certain parameters as have been described to fix FPS issues with the game engine.

When gaming, my CPU utilization is usually near 20% and GPU near 55%, on max settings.

I'm just looking for a way to get my PC to perform as well as it should. It's bugging the hell out of me. Looking to get 165 HZ, stable, across all games.

Try and use DDU to remove all GPU drivers(Intel, Nvidia and AMD) in Safe Mode then manually reinstall with the latest driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.

BIOS updated and optimized
For the sake of relevance please state the version for your BIOS.

Try and use DDU to remove all GPU drivers(Intel, Nvidia and AMD) in Safe Mode then manually reinstall with the latest driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.

The PSU was bought on 4/20/2023

I'll try the DDU and driver solution.

BIOS version is 1656 and date is 4/18/2024

Did you clear the CMOS once you'd verified that the BIOS was flashed to the latest version?

That's a P5 not a PS. Thank you for sharing that with us.
My apologies. Forgot to say it was a P5. I read it wrong. I saw that it was P5 before that post but I forgot to say it lolz! And I hadn't cleared the CMOS yet. Not sure where it is in my specific BIOS, but I'll check. Do you recommend clearing CMOS before or after using DDU?

If performance changes little when you reduce graphics settings, it indicates that your cpu is a limiting factor.

What is the make/model of the case you are using?
What is the cooling fan arrangement?

I suspect a heat issue.
You have a ITX motherboard and a very power hungry graphics card.
Dark Rock Pro 4 is a good cooler, but it needs airflow to do it's hob as does the gpu.

What is the make/model of the case you are using?
What is the cooling fan arrangement?

I suspect a heat issue.
You have a ITX motherboard and a very power hungry graphics card.
Dark Rock Pro 4 is a good cooler, but it needs airflow to do it's hob as does the gpu.
I've got a Fractal Design Torrent Nano.
Using the two supplied CPU fans and the beefy front fan.
Both the CPU and CPU never seem to get too high as far as temps.

(An Intel engineer quote)
Your motherboard settings are perhaps not allowing turbo boost.
Start up Hwmonitor or HWinfo so you can see what the clocks and temperatures are.
They give current, min and max temperatures.
Try a simple test with CPU-Z stress test.
I would expect to see some cores at 100c. in red indicating temporary throttling.
That is not bad.
Also try the CPU-Z bench and look at the single thread performance rating.
You should see a number like 872:

With 24 threads available, a game will only use a handful so 20% of total is not surprising, leading you to think you have plenty pf processor available.
But, if you are limited by 100%usage on one thread, it is a different story.

Start up task manager and select the cpu graph.
Right click and select logical processor view.
You will see a bit better what your cpu is doing.
This works best if you have a side monitor for the display.

I did see 100c, max of 103c under stress. I got similar single thread and multithread performance.

It also seems like turbo boost is enabled, and is active even when not under load. It is usually 5.0 GHz to 5.3 GHz.
