Question PC Upgrade Advise

I'm looking to upgrade my current PC:
AMD FX-8370
GTX 1060 6GB
16GB DDR3 1600MHz
What should I upgrade for around $300 maybe $400 max. I'm assuming the motherboard, memory, and cpu but I want other opinions. Here's what some one suggested I buy and it looks good to me.

Those are the 'weakest links' in your setup, so it makes sense to upgrade those next.

What's better about this option? Sorry if I sound uneducated but that's why I'm asking. This looks to me like the same thing just a little more expensive

3600X has even faster single and multithread performance over the 2700X.

It's also like $10 more than the 3600, currently. It used to be $30-40 more.
