Question PC will not shut off

Hello all. This issue has been bothering me since I rebuilt my pc in January of this year. Every time I go to turn my computer off the poor thing turns it’s fans on full blast and gives me no screen with the orange motherboard light. There is no display in this scenario and the only way to shut it off is by cutting the power supply off. I updated my bios, drivers, checked windows power settings, re seated my connections, and am still in the same sinking boat I started out with. My specs are as follows:
Asus tuff x670e plus Wi-Fi
AMD r9 7900x
Rtx 2070 super
32 gigs g skill ram
1000 watt Corsair platinum psu
Many ssd

My temperatures are always fine and the computer runs okay without issues otherwise. I am also using legacy boot mode with windows 10 because Im a fool who can’t get uefi to work. I am at my wits end here and I am close to just swallowing my pride and taking it to a pc shop. Please help!
 
My PC would do the same if I tried a restart. Turns out Ryzen 7000 builds (maybe just the motherboard chipsets) don't like XMP profile RAM. I had G.Skill Ripjaws S5 XMP, I changed it for G.Skill Flare X5 EXPO and all my issues were gone.
So, do you have XMP or EXPO RAM?

Thank you for your response - unfortunately I already have G.Skill Z5 EXPO ram.
