So I just recently upgraded my MOBO, CPU, and Power Supply. But now my pc won’t stay running. It turns on for about 20s and then shuts down as if it was being restarted and keeps looping like this until I shut the power supply off. I’m thinking the CPU May be overheating because I only have a stock cpu cooler as of now. But if you guys have any other ideas I would love to hear it.

Solution
If you didn't install windows 10 again from new, then that's probably why it doesn't work, your answer just now to me didn't answer my question and made little sense.

If using old windows 10 - 95% chance that is the problem
Fresh install = no problem
Touch the back of your motherboard slightly and see if the CPU is really super hot. Normally it shouldn't if you have a decent CPU.
I had the same issue and I believed my motherboard is dying. Checked the CPU and 3 pins were badly bent. Fixed that and it worked. Still had random restarts tho.

Seems weird if you just bought everything NEW.

Are you sure you placed everything properly and your PSU has enough power? What are your specs. Did you also connect a CPU cable from your PSU to the motherboard in case it needs that?
Try moving the RAM around or leave just one stick and then swap with the other and try every slot.

Also when I first installed my new CPU/motherboard it did this once or twice to update and download it's drivers I assume. Hopefully you didn't interrupt that and caused damage. Try to reset your CMOS and try again, this time let it do it's job, until something posts. You didn't specify if it posts anything on your monitor.

Yeah I have the i9-9900k with a 750w EVGA PSU, and a z390 Aorus Ultra. I tried resetting the CMOS and the whole RAM thing. I’m at work right now so I’ll have to check some more later. But the weird thing is like at first it wasn’t doing anything and then I pulled the VGA and tested it and then it started doing that. Everything works and runs but then it does that. Maybe I’ll let it go a couple times and if nothing happens I’ll check the back like you said.
