Question PC won’t turn on with GTX 1080

I just built a desktop with everything new (7800X3D, ASRock B650M Pro RS, G.Skill 16GB RAM x 2, MSI MAG A750GL PCIE5).

Without a GPU, it turns on fine and I was able to install Windows.

However I have a GTX 1080 I used to use, and when I plug that into the mobo and connect to PSU, the PC doesn't turn on at all. When I press the power button, all I hear is a click in the PSU and nothing happens. PSU fan doesn't turn on, no LED turns on, etc.

Even after I take out the GTX 1080, I still can't turn the PC on. I have to unplug the PSU adaptor completely for a few seconds and then plug it in again, and then I can turn on the PC again, and it works perfectly.

I tried re-seating 1080 multiple times and tried different ports in the PSU, but nothing works.

I tried updating BIOS to the latest version, but it still happens.

Is my GTX 1080 broken? Is there anything I can try to fix this?

Have you tried using the other PCIe slot for the GPU?

If so and still no luck, it could potentially be a faulty PSU as the click sound would indicate short-circuiting. Or the PSU could be reacting to a short circuit i.e your GPU.
