PC won’t turn on

So I started a new build mainly used parts but the cpu and psu. So I put everything together and tried to turn it on frist time everything light up and all that. Then the screen cam on with some thing about cpu fan error didn’t see it too long before it turned off. I tried to turn it back on but all I would get is a blue light on the motherboard when I flipped the switch on the psu and when I hit the power button the pc turned on a spilt second then off again. I was thinking it is a bad psu but I bought that brand new a few weeks ago. The specs are

NZXT h700i case with 4 fans and 2 rgb strips
I5 8600k
Corsair 105i water cooler
8gb 2400hz
Gtx 960
Z370-plus tuf gaming motherboard Asus
M.2 128gb
250gb ssd
Cx650m corsair

Possibly overheated CPU? How have you connected the pump and fans?

It has no time to run it turns on the off like snapping ur fingers

I’ve even disconnected everything besides the Mobo and still the same

Try testing it outside the case, only CPU and CPU cooler installed, both 24 and 8 pin power cables connected. Try also clearing the CMOS.

I suggest testing it outside the case...

Install the cpu cooler on it. Do not test without it.

Connect the pump to the cpu fan header and the 2 radiator fans to the system fan headers on the board.

It spins like it trying to start but just dies

Yes they all try to start but fall short and no I only have the one

Since under warranty, can you return the items, for replacing?
