Question Pc won't boot after new MB placed

Hello people, I've just got my new motherboard delivered and I was so hyped to get it set until I realised that after i placed it in my pc, my actual computer won't boot. The monitor remains on idle (that means that the gpu doesn't respond) and I'm really confused and frustrated. Any help?

PC Specs:

CPU - FX 8350
M/B - GIGABYTE 970A DS3P
GPU - XFX R9 290 series
RAM - KINGSTON HYPER X FURY BLUE

Ok so what happens when you press power on button?

PC is powered, CPU and 4 case fans working normally, GPU fans working normally but my monitor is still idle even though i got my DVI on both gpu output and monitor output

Is your monitor hdmi capable, if it is try a hdmi cord.

Just to be clear, you have the gpu output going to the monitor dvi INPUT. You said output.

Also how much ram do you have on board and what slots?

My monitor is only VGA/DVI capable so that's not possible. Yes you're right I meant input instead of output. My ram is 8GB and is one DIMM

To be precise the gpu's fans are semi-working, meaning that they start spinning for around 2-3 secs and then they stop for 5-7 secs, then start agsin e.t.c
